According to the next 5-year plan, 2/3 highlighted projects of large Shanghai municipal government expresses the master plan of Shanghai in two sentences, "The downtown embodies prosperity, the suburb embodies strength" and "Advance the strategy of go east and down south". In investment, which includes the maglev, the Da Xiao Yang Shan Deepwater harbor and the Caojing Chemical Zone, are located in South Shanghai.
